AI-generated child sexual abuse material (CSAM) is poised to exacerbate the existing issue

The nation’s system for tracking down and prosecuting people who sexually exploit children online is facing a crisis, according to a new report from the Stanford Internet Observatory. The report highlights the overwhelming burden on the CyberTipline, a key tool for reporting online child sexual abuse material (CSAM) and forwarding it to law enforcement agencies. Despite receiving tens of millions of reports each year, only a small percentage result in arrests due to funding shortages, legal constraints, and other shortcomings in the reporting process.

The situation is set to worsen with the rise of artificial intelligence-generated CSAM, which could inundate the system and divert resources from actual cases of child abuse. The report warns that AI-generated content is becoming increasingly indistinguishable from real photos of children, posing a significant challenge for law enforcement and child protection agencies.

In response to these challenges, the report calls for increased funding for the CyberTipline, clearer guidelines for tech companies on handling and reporting CSAM, and improved training for law enforcement officers. It also emphasizes the need for tech companies to invest in detecting and reporting CSAM, as well as for NCMEC to enhance its technology and processes.

While the report does not explicitly endorse specific legislation, it aligns with the goals of the Kids Online Safety Act and the Report Act, which aim to address the proliferation of CSAM and improve reporting mechanisms. The Center for Missing and Exploited Children has welcomed the report’s recommendations and expressed a commitment to exploring ways to strengthen the CyberTipline ecosystem.

As the threat of AI-generated CSAM looms large, stakeholders must work together to bolster the nation’s response to online child exploitation and ensure the safety of vulnerable children.
