Japan’s Cyber Security Vulnerabilities Pose Challenges Despite Military Build-Up

In the midst of escalating security threats worldwide, Japan has pledged to strengthen its role as a trusted defense partner to the United States. However, concerns persist over Tokyo’s cyber and information security vulnerabilities, according to officials and experts.

Japanese Prime Minister Fumio Kishida recently addressed the U.S. Congress, emphasizing Japan’s commitment to assisting its ally in countering various challenges, including Russia’s actions in Ukraine and China’s assertiveness. The two countries have also expanded their military cooperation, exploring opportunities to enhance defense production and develop new technologies with AUKUS partners Australia and Britain.

Despite these efforts, Japan has been targeted by high-profile cyber attacks in recent years, impacting critical infrastructure and government institutions. These incidents have raised doubts about Tokyo’s ability to fully support its security partners, including the United States.

Experts have highlighted Japan’s cybersecurity weaknesses as a significant liability in the security alliance with the U.S. Former U.S. director of national intelligence Dennis Blair underscored the urgent need for Japan to strengthen its cyber defenses, citing it as a top priority for the country’s security.

In response, Japan unveiled plans to bolster its cyber capabilities, aiming to double defense spending and increase its cyber defense force. However, challenges remain in recruiting and retaining skilled cybersecurity professionals, as the private sector offers competitive salaries and opportunities.

As Japan works to address its cybersecurity gaps, the country faces pressure to enhance collaboration on defense projects and streamline its defense industry. Despite progress in relaxing rules on defense exports, bureaucratic hurdles and a lack of information handling systems pose obstacles to deeper engagement with international partners.

While Japan’s commitment to enhancing its defense capabilities is evident, addressing its cybersecurity vulnerabilities remains a critical task to ensure effective collaboration with allies and safeguard national security.
