A Hamas delegation is set to visit Cairo on Monday for talks aimed at securing a ceasefire, as mediators intensify efforts to reach a deal ahead of a potential Israeli assault on the southern city of Rafah. The delegation will discuss a ceasefire proposal with mediators from Qatar and Egypt, as well as Israel’s response.

Details of the latest proposals have not been disclosed, but Hamas is expected to respond to Israel’s latest Gaza phased truce proposal. This includes an agreement to release fewer than 40 hostages in exchange for Palestinians held in Israeli jails and a second phase of a truce that includes a “period of sustained calm.”

US President Joe Biden spoke with Israeli Prime Minister Benjamin Netanyahu, emphasizing the need for progress to be sustained and enhanced in coordination with humanitarian organizations. Washington has expressed concerns about a potential invasion of Rafah without a credible humanitarian plan.

Israeli Foreign Minister mentioned a planned incursion into Rafah, where over a million displaced Palestinians are sheltering, could be delayed if a deal is reached to release Israeli hostages. However, hardline ministers insist on the incursion, while centrist partners prioritize a hostage deal.

Western countries, including the US, have urged Israel to refrain from attacking Rafah to avoid civilian casualties. Palestinian President Mahmoud Abbas stated that only the US could prevent an attack on Rafah, warning of a potential catastrophe if an assault were to occur. Saudi Arabia also emphasized the importance of finding a resolution to the conflict for the benefit of all parties involved.
