HRW reports on human rights abuses in Ecuador during state of ‘armed conflict’

Human Rights Watch has called on Ecuador’s President Daniel Noboa to reverse his declaration of a state of “internal armed conflict” in response to escalating gang violence in the country. The organization expressed concerns about the potential for human rights abuses under the state of emergency.

Despite efforts by Noboa to address the violence stemming from rival gang wars, HRW Americas director Juanita Goebertus Estrada highlighted the ongoing dire security situation in Ecuador. The declaration of a state of emergency followed the escape of dangerous narco boss Jose Adolfo Macias, alias “Fito,” from maximum security detention in January.

In response to gang threats of “war,” explosions, and the kidnapping of police officers, Noboa declared the country to be in a state of “internal armed conflict” and ordered the army to take action against criminal groups. HRW criticized the lack of legal basis for such a declaration, which could lead to human rights violations.

The organization cited instances of serious human rights violations committed by security forces, including extrajudicial killings, arbitrary arrests, and ill-treatment in prisons. Ecuador, once a peaceful haven, has seen a surge in violence as gangs with ties to international cartels vie for control, particularly within the country’s prisons.

HRW urged Noboa to review his declaration, limit the role of the armed forces, and strengthen disciplinary measures within the police and military. The organization called for a condemnation of reported human rights violations and emphasized the importance of upholding human rights standards in the face of escalating violence in Ecuador.
