Immigrant battling cancer wins $1.3 billion Powerball jackpot in Oregon

Cheng ‘Charlie’ Saephan, a 46-year-old immigrant from Laos, has defied the odds by winning a staggering $1.3 billion Powerball jackpot, reminiscent of a Hollywood movie plot. Saephan, who has been battling cancer for the past eight years and recently underwent chemotherapy, shared his incredible story during a press conference held by the Oregon Lottery.

The lucky winner, a resident of Portland, announced that he and his wife, Duanpen, will be claiming half of the jackpot, while the remaining half will go to their friend, Laiza Chao, from Milwaukie. Chao, who contributed $100 towards the ticket purchase, played a crucial role in their victory.

After tax deductions, Saephan and his companions have pocketed a whopping $422 million. The jackpot, if taken as a lump sum, had a pre-tax cash value of $621 million, subject to federal and state taxes in Oregon.

Saephan, a father of two young children, expressed his gratitude for the life-changing win, stating, “I will be able to provide for my family and my health.” Despite his health struggles, he remains optimistic about the future and intends to find a good doctor for himself.

The journey to fortune for Saephan, who immigrated to the U.S. in 1994, began in Laos and Thailand before settling in Portland. As a member of the Iu Mien community, an ethnic group with origins in southern China, he proudly represents his heritage and the vibrant community in Portland.
