Liberia’s Finance Ministry Refutes Allegations of Corruption in Budget Management System Contract

The Ministry of Finance and Development Planning in Monrovia has officially rejected reports by Spoon FM regarding a contractual agreement with RoviaGate Technology, LLC. The contract, which involved the annual update and implementation of the budget management system for Fiscal Year 2024, was represented by Co-Founder and CEO, Mr. Oliver Wleh Klark, Jr.

RoviaGate Technology, LLC is a Liberian-owned ICT firm registered under the laws of Liberia. The Ministry clarified that the contract was in strict adherence to the Public Procurement and Concession Act of 2010.

The project had three options with varying costs and turnaround times. The Ministry justified selecting the second option at $200,000 for a four-week turnaround to meet the urgent need to resubmit the draft budget to the legislature.

Furthermore, adjustments to the Budget Management System cost were made in collaboration with the previous government based on enhancements requested by the Ministry. The Ministry highlighted payments made in previous fiscal years for the BMS.

The Ministry emphasized compliance with procurement laws and the negotiation process to align bid prices with the proposed budget. They dismissed accusations of a smear campaign and reaffirmed their commitment to transparency and adherence to the laws of the Republic.

The Ministry’s response sheds light on the intricacies of the contract with RoviaGate Technology, LLC and aims to address any misconceptions or misrepresentations in the media.
