Republican Speaker of the House Mike Johnson faced a major setback as members of his own party revolted against a key rule vote on reforms to the US’s domestic surveillance system (FISA). The House vote on Wednesday was derailed by a rebellion led by the House Freedom Caucus, who were unhappy with the proposed reforms that did not include a requirement for FBI agents to obtain a warrant from a judge to access the communications of Americans.

Former President Donald Trump, whose 2016 campaign was surveilled by the FBI, played a significant role in pushing for tighter reforms to the legislation. Trump took to Truth Social to express his frustration, stating, “KILL FISA, IT WAS ILLEGALLY USED AGAINST ME, AND MANY OTHERS. THEY SPIED ON MY CAMPAIGN!!!”

Speaker Johnson and his allies warned that the failure of the vote would likely result in the passage of a clean bill to renew the program. Despite the setback, Johnson remained determined, stating, “We can’t allow this important provision to expire.”

Members of the Freedom Caucus criticized Johnson for failing to bring them on board, with Rep Chip Roy of Texas accusing the Speaker of putting his finger on the scale against the amendment. The conservatives vowed to push for the right bill to be put on the floor, emphasizing the need for reform to protect the civil liberties of Americans.

As Republicans regroup to plot a course forward on the FISA reauthorization bill, the chamber faces challenges in passing legislation amidst policy differences and weariness among conservatives. The fate of the legislation remains uncertain as the deadline for reauthorization looms on April 19.
