Misuse of Proposition 28 Funding Meant for Arts Education in Schools – Orange County Register

Dr. Dre, Lil Baby, and Jimmy Iovine joined forces at Santa Monica High School to advocate for Proposition 28, a measure aimed at increasing funding for music and arts in California schools. The trio, along with former LAUSD Superintendent Austin Beutner, made a compelling case for voters to approve the proposition during a discussion on Thursday, October 6, 2022.

Proposition 28 promised additional funding for arts and music instruction in every public school, with the goal of enriching the education of the state’s 6 million K-12 students, many of whom come from low-income families. The measure required the state to allocate an extra 1% of total Proposition 98 funding to support arts and music programs, amounting to $938 million for the 2023-24 school year.

However, concerns have been raised about the implementation of Proposition 28. Beutner recently penned a letter to state leaders highlighting instances where school districts were using the new funds to replace existing spending on arts education, rather than enhancing it as intended. This practice, known as “supplanting,” could result in millions of children missing out on the arts education promised to them by voters.

Beutner called on school districts to certify that the funds are being used to increase arts education funding and not to supplant existing programs. The letter, co-signed by officials from teacher unions and a Teamsters local, urged state leaders to ensure compliance with Proposition 28’s requirements.

Despite the initial optimism surrounding Proposition 28, concerns about its implementation and potential budget cuts to arts and music programs have emerged. As the state grapples with a severe budget deficit, the future of arts education in California schools remains uncertain.
