The Ministry of Health and Prevention (MoHAP) in Dubai has recently announced new procedures and guidelines for permissible abortion cases within the country. These regulations are aimed at preserving the pregnant woman’s life, ensuring her safety, and enhancing oversight of healthcare facilities operating in the UAE.
One of the key aspects of the new regulations is the establishment of a dedicated committee within each health authority to make decisions on abortion requests. This committee will be comprised of three doctors, including an obstetrics and gynecology specialist, a psychiatry specialist, and a representative of the Public Prosecution. The committee is also allowed to consult with a third party with the appropriate specialty and expertise when necessary.
According to the Ministry, an abortion procedure is permissible if continuing the pregnancy poses a threat to the pregnant woman’s life and there is no alternative way to save her, or if the fetus has severe deformities that will impact the newborn’s health and life. In such cases, a medical report issued by a specialized medical committee is required to support the decision for an abortion, provided that the gestational period does not exceed 120 days.
Furthermore, the regulations stipulate that abortion procedures should only be performed in licensed healthcare facilities by specialist obstetrician-gynecologists. The procedure must be free of any complications that could endanger the pregnant woman’s life.
Healthcare authorities are also tasked with developing a policy outlining the responsibilities and obligations of healthcare facilities and medical staff involved in abortion procedures. This policy should also clarify the rights and responsibilities of the pregnant woman undergoing the procedure and provide information on necessary healthcare requirements before and after the abortion.
Additionally, healthcare facilities in the UAE are required to maintain the privacy and confidentiality of personal data of pregnant women undergoing abortions. The health authority is responsible for monitoring and supervising the activities of licensed healthcare facilities to ensure compliance with the new regulations.
Overall, these new procedures and guidelines for permissible abortion cases in Dubai aim to safeguard the health and well-being of pregnant women, while also ensuring proper oversight and regulation of abortion procedures in healthcare facilities across the UAE.
