NSWCPD Chief Technology Office Hosts Seminar on Innovation, Patents, and Intellectual Property for Professional Development

Naval Surface Warfare Center, Philadelphia Division (NSWCPD) recently hosted a Chief Technology Office (CTO) Professional Development Seminar on the topic of “Unlocking Innovation, Patents, and Intellectual Property.” The seminar, held on March 21, 2024, aimed to educate attendees on the history of patents and intellectual property, the relevance of patents to the work done at NSWCPD, and the process of generating a patent based on workforce ideas.

Deputy Chief Technology Officer (CTO) Dr. Steve Mastro and Patent Counsel Mark Rosen were among the presenters at the one-hour session. Dr. Mastro highlighted Philadelphia’s rich tradition of innovative thinking and securing patents, dating back to the Continental Navy’s need for sails and ships. He emphasized the importance of understanding patents and intellectual property in driving innovation and addressing fleet needs.

Over the years, NSWCPD has been granted a total of 139 patents, with 21 awarded in the past five years alone. These patents cover a wide range of inventions, from a Flow Control Device for Axial Flow Turbomachines to a Hammer Activated Measurement System for Testing and Evaluating Rubber and other materials. Dr. Mastro encouraged attendees to consider patenting their ideas, as it not only benefits the Navy but also the individual inventors and the organization as a whole.

The seminar also touched upon the criteria for granting patents, including the requirement for inventions to fall within specific boundaries outlined by U.S.C. 101. Additionally, the session highlighted the significance of patents to the Navy, as they lead to patentable improvements in machinery systems, technology transfer to industry and academia, and Patent Licensing Agreements for commercial use.

Overall, the seminar provided valuable insights into the world of patents and intellectual property, showcasing the importance of innovation and creativity in driving technological advancements within the Navy and beyond.
