Quebec’s Microdistilleries Face Challenges as SAQ Plans to Cut Products

The microdistillery industry in Quebec has experienced significant growth over the past decade, with the number of distilleries increasing from less than a dozen to around 70. However, the industry is now facing challenges as the Société des alcools du Québec (SAQ) announced plans to remove 150 to 200 lower-selling Quebec spirits from its shelves by winter 2025.

Distillers in the province are expressing concerns about the decision, citing strong competition, onerous regulations, and a tough economy as factors contributing to the struggles faced by the industry. Paul Cirka, president of Montreal-based Cirka distilleries, believes that the rapid expansion of the industry has led to a situation where producers are vying for limited shelf space at the SAQ.

Cirka and other distillers are calling for more flexibility in how they can sell their products, including the ability to sell directly to consumers online, at farmers markets, and to restaurants. They also argue that the amount they are required to remit to the SAQ for bottles sold without the corporation’s help is too high compared to other provinces.

While some distillers are cautiously optimistic that the SAQ’s plan to be more discerning about its offerings could create room for new and innovative products, others fear that the move could stifle creativity and suffocate smaller players in the industry. Joelle Bolduc, co-owner of les Esprits Tordus micro-distillery, emphasizes the need for a more supportive sales model that allows small distilleries to thrive without compromising their unique offerings.

As the SAQ evaluates potential alternative sales channels, distillers are hopeful that the province will consider their suggestions for a more flexible and supportive regulatory environment that fosters growth and innovation in the microdistillery industry.
