US and China to Hold Talks on Artificial Intelligence in Geneva
JAKARTA – Representatives of the US and China are set to meet in Geneva on Tuesday, May 14, to discuss the topic of artificial intelligence. The talks will focus on ways to reduce the risks associated with the development of this technology, with US officials emphasizing that Washington’s policies will not be up for negotiation.
The meeting comes as the Biden administration seeks to engage with China on various issues in an effort to ease tensions between the two rival nations. US Secretary of State Antony Blinken and Chinese Foreign Minister Wang Yi previously discussed artificial intelligence in April in Beijing, leading to the agreement to hold formal bilateral talks on the subject.
The State Department has been urging China and Russia to support the US stance that only humans, and not artificial intelligence, should be making decisions regarding the deployment of nuclear weapons.
According to the White House National Security Council, the US Delegation will include officials from the White House, State Department, and Trade. The Biden administration is reportedly planning to establish barriers to prevent the spread of US-exclusive artificial intelligence technology, such as popular chatbots like ChatGPT, to countries like China and Russia.
While the US and China are competing to set the rules for artificial intelligence, they also hope to find common ground on certain aspects of regulation that could benefit all countries. NSC officials Tarun Chhabra and Seth Center, along with special envoys from the US State Department, will lead the talks with Chinese officials from the Ministry of Foreign Affairs and the National Development and Reform Commission.
US Senate Majority Leader Chuck Schumer is expected to issue recommendations in the coming weeks to address the risks associated with artificial intelligence, with plans to eventually introduce legislation on the matter. Chinese authorities, on the other hand, have emphasized the importance of developing their own “controllable” artificial intelligence technology.
