US report finds that Pakistani officials committing human rights abuses are rarely punished

The United States has released its “2023 Country Reports on Human Rights Practices,” shedding light on the significant human rights abuses in Pakistan. The report highlighted various issues including extrajudicial killings, enforced disappearances, arbitrary detention, and restrictions on freedom of expression.

According to the report, Pakistan has been facing credible reports of unlawful or arbitrary killings, harsh prison conditions, political prisoners, and transnational repression against individuals in other countries. The government has been accused of failing to identify and punish officials responsible for human rights abuses.

One of the most alarming issues mentioned in the report is the policy of “kill and dump” in Balochistan, where dissidents are reportedly kidnapped, tortured, and killed by government agents. Security forces have also been implicated in extrajudicial killings throughout the country.

Furthermore, there has been a significant increase in attacks against police and security forces, with at least 386 reported deaths in terrorist attacks and counterterror operations in the first three quarters of 2023.

The report also highlighted the issue of enforced disappearances, with human rights activists and nationalists from Pashtun, Sindhi, and Baloch communities being arrested and disappeared without cause or warrant. The Voice for Sindhi Missing Persons reported a high number of disappearances in Sindh Province alone.

Additionally, arbitrary detention has been a major concern in Pakistan, with police reportedly detaining individuals to extort bribes or to pressure suspects to surrender. Ethnic minorities, stateless persons, Afghans, and refugees without official identification documents have reported arbitrary arrests and harassment by authorities.

The report also emphasized the challenges faced by journalists in Pakistan, with high levels of violence or threats of violence from state and non-state actors. The freedom of speech has been restricted, with journalists facing intimidation and harassment by government officials.
