Led by the influential Heritage Foundation, Project 2025 envisions a federal government that takes a hardline stance on immigration, LGBTQ+ and abortion rights, environmental protections, financial policy, and China. The project aims to replace appointed roles with political appointees who are loyal to Trump and his policies.
Project 2025 has four pillars to extend conservative influence throughout the government, including creating a database of potential personnel for an incoming administration and training them through a “Presidential Administration Academy.” The project also includes a presidential transition playbook to ensure a smooth transition of power.
While the project doesn’t explicitly state it’s for Trump, it aligns closely with his policy aims. The Heritage Foundation, along with about 100 other conservative organizations, supports Project 2025. The group’s goal is to see the powers of the president expanded and to restore traditional family values.
Despite pushback from the Trump campaign, Heritage claims credit for influencing many of Trump’s policy proposals during his first term. The group’s previous Mandate for Leadership in 2017 saw 64% of its recommendations implemented or proposed by Trump.
